Vibrating parking lot poles

We have 30ft round straight steel poles that are vibrating like tuning fork on a windy day. The fixture and pole are rated for over 90 mph winds. What is causing the vibration? Is there anything that can be done to eliminate the vibration? Is there any saftey concerns other than the life of the lamp?

The poles need vibration dampers installed inside about 1/2 way up

We had a job where the vibration was causing the ballast to break loose from thier mounting in the fixture. We installed vibration damper that consisted of a stiff plastic pipe with a steel cable inside it. See page 9 of this document.
