A fellow electrician sent me a picture of a panel he came across. It's a Frank Adams, which I have seen before. But the one I worked in was straight breakers. This one seems to have some type of switch beside the fuses. I can only guess it's just to turn the circuit off without unscrewing the fuse.
Anyone seen one of these.

Isn't there an NEC section that deals with 30A snap switches and fuses. This is the type of panel it was written to cover.
 
Always interesting to see the percentage of fuses that are 30 amp :)

That was a common design for panels serving lighting loads in places like schools and churches, with the switches being used as the light switches.
