Violation?

So I installed a trough off a resi meter socket so I could add a service disconnect. In that trough I connected the neutral to trough since it was fed with PVC conduit. I received this violation:

NEUTRAL CANNOT BE CONNECTED TO TROUGH, CONNECT BOND GROUND FROM MAIN DISCONNECT.

I thought, E3609.4.1 of the MRC (IRC to those not in the mitten state) specifically requires service raceways and enclosures to be connect to the grounded (neutral) conductor if they are not connected with metal threaded connections. I'm pretty sure the NEC has a similar requirement. Am I right? Or is the inspector?

He also cited me for not using antioxidant on my aluminum feeders, which I don't think is a violation either.
 
Anti-ox is not required on aluminum terminals unless it's part of the listing by the manufacturer (which is probably isn't). According to the NEC all metallic parts and raceways on the line side of the service disconnect are bonded to the neutral.
 
I agree with Infinity.

250.80 Service Raceways and Enclosures. Metal enclo- sures and raceways for service conductors and equipment shall be connected to the grounded system conductor if the electrical system is grounded or to the grounding electrode conductor for electrical systems that are not grounded.
