Is type VNCT Tray Cable, 350mcm, 600v rated to be submersible?

As best I can tell, in general (with emphasis), it is not specifically designed to be submersible but the individual conductors are wet location rated... which seems to be all that the NEC requires for the submersible part. The other part is that tray cable must basically be used in cable tray, which IME is seldom installed in submerged locations. Where installed outside of cable tray, it must either be in a raceway or of the TC-ER type, in a supervised industrial location, and continuously protected from physical damage.
