Voice evacuation

We have tunnel for infrastructure services (under ground) and my questions as following:

1-The voice evacuation is required or not for this service tunnel
2-If it is required can we use the speakers of public address system for evacuation

i need answers supported by CODE

Keep in mind you posted on an NEC forum and the NEC does not prescribe what occupancies require voice annunciation for a general alarm; that would be found in NFPA72. But you're asking about a tunnel. I've never seen tunnels as an occupancy classification, which raises the question, what standards are you designing this under? Is this a stand alone tunnel or is it accessory to another facility?
 
the tunnel includes all infrastructure service for a project consists of 10 towers , MV CABLES, LV CABLES AND SOO ON
