Voltage Disappearing

A friends RV AC power suddenly went off yesterday. No breakers were tripped. I turned off all breakers and read 120VAC to ground. I then turned on the main 30A bkr and still read 120VAC. If I turn on any of the feeder bkrs, my voltage disappears. Is this a bkr problem or a neutral problem? I don't understand why it happens when I trun on ANY breaker. I also removed the inverter from the equation with no different result. Any help would be appreciated.
 
Sounds like the service is open somewhere but you're getting a voltage induced from a parallel wire. You can read it with a voltmeter that has a very high input impedance, but any load drops the voltage to zero.
 
What kind of meter are you using?

What is your reading hot to neutral.
I'm using a Fluke 1587 and reading 120VAC to neutral.
After much troubleshooting I think I have the solution: a loose connection between the outside power cord and the romex that feeds the breaker panel. Anyone know where the junction box for that is??
I should've read your post JGrist. I was replying to the 1st post but forgot to send it before I started working on this again. Thank both of you for your help.
