What does it mean when code use the following expression: The maximum total voltage drop when combining both the branch circuit and feeder shouldn't exceed 5%?

Let A be the voltage drop on the branch circuit. From panelboard to load.
Let B be the voltage drop on the feeder circuit. From service point to panelboard.
A itself is limited to 3%. B itself is limited to 3%. However, the combination, A+B, is not limited to 6%, but instead to 5%.
