Could be enforced but I have never seen voltage drop limits referenced in instructions have you?

In my installations I haven't seen one but the only thing that comes to mind is a large dwelling or commercial buildings with long circuit runs will have VD and computers or other equipment may get hot or get off line. That is the only thing that i can think of.

I am sure there has been an issue in the past that is why it is addressed in the code and there are equipment that are sensitive to VD.
