I have to run a single phase 240v motor for an irrigation pump approx. 200 feet from the main panel. Does this have to be on a GFI breaker?

No, it will be connected to seal tite to a disconnect down by the pond

No requirement for GFI and as long as the EGC is proper it should be safe. Do not rely on a local ground rod to carry fault current.
But as a design choice it may be a good idea.
A detection threshold of 6ma may lead to nuisance trips on a line that long with motor starting surges, though.

You could-install a GFCI breaker in your disconnect down by the pond. Clarify: Install a Spa style disconnect with a GFCI breaker.
