Well, I'm not an EE but I'll take a stab. It seems to me that frequency effects impedence and that would effect VD. Not sure where or if the "skin effect" comes in here. Need an EE on this I think to try and explain it to us layman.
The impedance of an inductor (and a cable does have inductance) can be found by multiplying 2 times "Pi" times the frequency times the inductance. So a higher frequency (400 versus 60) will result in a higher inductive impedance. But that is not likely to help you in any practical way. That is in part because a cable also has capacitance, and it behaves in exactly the opposite way. A higher frequency results in a lower capacitive impedance. I have never done a VD calculation for a 400 hertz system. So I don't know what the net result of the higher frequency would be. What is needed here is a table of impedances specifically designed for a 400 hz system. Does such an animal exist? I can't say.
