Voltage drops to zero from 110 under load

an old mercury vapor has 110 at the socket until you put a load on it then it goes to zero? I am thinking a loose neutral at the source or a broken/loose wire in the run somewhere with an induced voltage any ideas?

You are on the load side of the ballast, have you checked the voltage on the supply side of the ballast.
 
I also agree - bad connection. The connection is enough to read voltage but when a load is applied there isn't enough of a connection to carry the load.
