Voltage fluctuation on genset

I am almost positive my voltage regulator died but can you think of any other reason a single phase 8KW balanced panel powered by a genset would have voltage pulses? The frequency is just right. The fluctuations are all over the place, approximatly 210V to 270V on the A and B phases. The pulses are regular and many times a second. Everything was perfect the day before and nothing was changed on any of the equipment. All connections were cleaned and retightened but it did not help. No electrical burn smell was noticed in the windings. This started immediatly after I started the genset this morning. I keep all filters and oil perfectly clean. It is a Lister Petter diesel and I run about 75% load for a couple of hours to be certain it will be ready if I ever need it.

If nothing in the equipment has changed and there is a sufficient load for the regulator to lock on to then you probably have lost the regulator.

I will purchase another voltage regulator tomorrow. They are a bit expensive so I wanted another opinoin. The guys at the dealership are lame and I usually need to bring in the actual part for them to get it right. Thanks again.
