Voltage leakage

Just want to make sure I am doing this right. To check to see how much voltage is leaking to ground I could measure from Phase to ground and from phase to neutral and if there is a difference than that is the leakage to ground. Or I could just measure between the neutral and ground.

To be more precise, voltage does not 'leak', current does. On grounded systems this 'leak' occurs as the result of the capacitive coupling of the distribution wiring to the ground. You can measure it by a clamp-on on the ground/neutral bond. To be fair, your results will be somewhat misleading as there are always additional ground circulating current between areas with differing ground potential that may bias your reading.
