Hey guys having trouble understanding why when you have an open neutral it can create voltage on the grounding system

It might be easier to understand if you understand the neutral to be a grounded conductor
An open grounded conductor at the structure dosnt open the grounded conductor in all locations.
Your still going to get a voltage reading from the ungrounded conductors to a ground reference point.

If there's a break in the service neutral, the load's neutral voltage can rise away from zero.
Since the premises grounding system is tied to that neutral, its voltage to earth rises, also.
Only the grounding electrodes are left to attempt to keep that voltage rise to a minimum.
