Voltage Reference - Metering

I'm working on a metering plan (LEED) for a project that will have multiple switchboards as well as a tenant wireway for tenant spaces. The tenant spaces will be powered from enclosed circuit breakers or fused switches tapped from the wireway and metered separately for LEED and revenue (utility metering is upstream). I'm having trouble visualizing what the voltage reference connection for the meter will look like. The meter can accept #22-14, but the feeder for the tenant space will be 200+ Amps.

I've typically had either circuit breakers with the electronic metering trip units or a panel that we could provide a 3P-15A breaker in for this purpose.

I'm attaching one diagram I saw from Eaton.

Any guidance would be appreciated!
