Voltage surge

I just got back from a service call. the customer told me the town was doing some dirt work in his neighborhood and got into the underground. He had about a 5' piece of 12-2 from a 20a breaker to a junction box that had insulation melted. i replaced said wire and re-energized the circuit. on that circuit is his frig. when it comes on the lights burn bright. it goes from 120v to 142v until the condenser goes off. when the dryer is turned on the same thing happens.

And that's one you could see. You need to megger his whole place after they get the broken neutral fixed.
