VR Glove testing

We have a disagreement in our shop about testing VR gloves; some are arguing that if a pair was tested on 12/31/2011, then issued for use on 12/30/2012, the gloves would not need to be re-tested until June. From ASTM F 496 below, the wording seems clear to me but apparently ambiguous to others.

7.1 Electrically retest gloves or sleeves issued for service.
Base the interval between date of issue and retests on work
practices and test experience. It shall not exceed 6 months for
gloves and twelve months for sleeves. Gloves or sleeves that
have been electrically tested but not issued for service shall not
be placed into service unless they have been electrically tested
within the previous twelve months.


IMO placing gloves into service includes donning them, thus in no case shall a pair of gloves that have not been tested within 12 months be used.

Am I interpreting this correctly or can someone make a compelling case that "issued" and "placed into service" are exclusive?

I am with you, the wording seems very specific from ASTM that you provided.

"Gloves or sleeves that
have been electrically tested but not issued for service shall not
be placed into service unless they have been electrically tested
within the previous twelve months".

I can't imagine why someone would want to use a pair of gloves that are out of date....
