W.H. switch & pilot light?

I was recently working in an old house and found 2 old 120V circuits each marked water heater. They each were running to their own single pole sw. with a pilot light! I have no idea where the "load" wires went. (The current WH is a standard 240V tank not connected to these circuits.) The switches were in two seperate parts of the house, one in the kitchen, and one in the garage.

Any one know what the deal was with that set up?

For what it's worth, I've found that panel schedules are notoriously inaccurate in many cases. This is especially true for older structures. It's one of my pet peeves with electricians modifying or adding new circuitry.

Hopefully the change to section 408.4 in the 2005 NEC will end this tendency you describe... ...if inspectors enforce it...
