wafer light box fill

I am installing lithonia wf4 wafer lights and the j box is clearly marked as "max 4 #12awg through branch circuit conductor suitable for 90 C permitted in box
this is not the only brand or recessed light i have come across like this
I take this to mean I cannot daisy chain or put more than one single 14-2 romex into the box and still be in compliance
am I supposed to install a floating 1900 box at each light with more than one cable to splice in or spider out to each light with one wire (not feasible)
4x2.25=9 9cu inch capacity two 14-2 would be 10cu inch
am I seeing this right or missing something?

The part in bold is for feed-through conductors unrelated to the lighting circuit, not conductors that are connected to the fixture. This allows the junction box to be used for other circuit conductors and the fixture lists the maximum number of those other conductors. Regarding daisy chaining the lighting circuit that is permitted and no box fill calculation is required by Article 314 for a box that's integral to the fixture.

410.21 Temperature Limit of Conductors in Outlet Boxes. Luminaires shall be of such construction or installed so that
the conductors in outlet boxes shall not be subjected to temperatures greater than that for which the conductors are rated.
Branch-circuit wiring, other than 2-wire or multiwire branch circuits supplying power to luminaires connected together,
shall not be passed through an outlet box that is an integral part of a luminaire unless the luminaire is identified for
through-wiring.

410.64 Luminaires as Raceways. Luminaires shall not be used as a raceway for circuit conductors unless they comply with
410.64(A), (B), or (C).
(A) Listed. Luminaires listed and marked for use as a raceway shall be permitted to be used as a raceway.
(B) Through-Wiring. Luminaires identified for through-wiring, as permitted by 410.21, shall be permitted to be used as
a raceway.
 
I don't think they are counting the EGC's in that fill, which can be misleading, as I think the intention is to allow 12-2 WG in and out.
And even more confusing if you are using 14 AWG because now you don't know if that means you could possibly have another conductor, say a 14-3 in and a 14-2 out.
