When you have commercial office space and hung ceiling the the walls usually go from slab to slab like shown in these pics?
I thought there was a void above the ceiling between rooms.
I don't think every rom is closed off. Ducts, etc need to pass through and I don't think they rock around.

Every wall can be built differently. Only firewalls must extend to the structural ceiling.

Some are original to the building; others are added, and some stop at the suspended ceiling.
Thanks. It doesn't matter if it's 1 or 2 hour rated. Still must extend?
 
According to the sketches you provided there are rated walls that go floor to ceiling and non-rated walls that just end above the ceiling. In a commercial office space the required rated walls are usually for things like egress hallways and maybe electrical or mechanical rooms. Using them between say offices is a design choice. As KM stated sometimes it's done for sound transmission reasons. We did many floors for a law firm where each attorney's office had 2 hour rated walls (4 layers, floor to ceiling, 5/8 rock) for privacy not because it was required.
