I AM BEING TOLD THAT IN A PYSC WARD WE NEED Polycarbonate wall plates for duplex outlets, switches, GFI, etc. IF SO WHERE CAN I GET THEM AND IS THIS CODE OR REGULATION ????

It's not an NEC requirement. But I would not be surprised if there were a health department rule to protect patients with mental issues from breaking things and getting hurt.
