We are doing a lab remodel. They want undercab lights put in. The best spot to put a switch is in a wall the near natural gas shut off valve. What are the rules on this?

Think about this:
If the gas shut off is in a room, and the room is treated as any other room, without explosion proof items, and the room is not designated as "classified", there most likely is no need to worry about the switch location.
