In your experience what % of walls go past the ceiling level right to the deck/slab as shown in attached as opposed to stopping at the ceiling?
If we are talking a general commercial or office space.
Could it be a mix between the two on one floor?

Walls that continue to the structure are usually fire or smoke protection features. In a typical commercial space you will mostly see them in the corridors or other similar areas where fire walls and smoke walls are required.

Sometimes you will also see them between offices to prevent sound from travelling between offices
 
You can look at some UL drawings online, to expand the thoughts as already presented, when one sees a double sheetrock profile/detail
yes think Smoke or Fire rated wall. On a plan draw the use of a bold thick line (long dash) would right down the center of the wall, indicating the
extenance of smoke or fire partition. Not all people draw or present information the same. The same application is used in a kitchen wall,
it might be (1) gypsum + (1) fired rated (or treated) panel board and an interlocking plastic sheet adhered to wood.
