Want to tap into a unused dryer circuit for a 15amp circuit, can this be done?

So I have installed a gas dryer and have a useless dryer outlet, I wish to remove it or tap into it to run a 15amp 110v light circuit.
What if install a sub panel using the feeds from the main panel (30A) or could I install a device box with a 15amp circuit breaker between the dryer outlet and light switch?
