An industrial electrician installed dry type fixtures in a wash bay, using MC for branch circuit. He used an Arc fault breaker and explain to all who were in controversy that it was a safe installation. My question is? Can you violate the code and then instal an ark fault breaker? Need some help to kindly persuade him to correct errors.

No you can't. And if that electrician thinks that an AFCI device will prevent a person from receiving a shock when water hits a fixture not rated for damp or wet environments, then they need to go back to school. AFCI devices have one and only one function, and that is not it.
