I am wiring a building that is going to be used buy the local township as a place to park there dump trucks and as a place to wash them. Is there a place in the code that would cover the inside of a building used as a wash bay? Am I right treatying everything as a wet location? How would you classify this building. The Architect said it was a S-1 (storage 1). The wall are covered so can I use NM. Thanks.

I agree with John :)

This would be a wet location.

As far as the classification of the building the Architect is correct, this would be an S-1 occupancy.

If the building is of Type 3, 4 or 5 construction then NM cable can be used if concealed within the walls floors or ceilings.

Yes, an in-use cover would be required in the wash bays. (See 406.8(B)(1))

Now I agree with Chris.

What you may have to be careful of, is what else they plan to put in there. We had a car wash built that had an equipment room that ran the entire length of the wash, when they started building it they did away with the room so now everything was in the wash area. Went back and there is a stand up compressor, like you can get anywhere and I told them that it had to be rated for a wet location. You can imagine their shock at the price difference. That added onto the cost of replacing the 200 amp panel they had already installed.
