i was told by a local inspector that the washing machine as well as a permanetly installed microwave must have a 20 amp rated recepticle. is this a code issue or a chiefs wanna be a code issue?

If the circuits are on 20 amp breakers and the circuits only supply a single receptacle they would have to be 20 amp rated single receptacles.
However if you use a duplex receptacle you can use 15 amp rated duplexs.
