If the washer receptacle is within 6' of a sink then it must be GFCI protected see 210.8(B)(5).

But what if the receptacle is below the level of the sink...

Say the washing machine is next to a sink, but the receptacle for the washing machine is below the level of the sink...or even within the cabinet that the sink is resting on?

I would say no...the washing machine is not required to be GFCI protected.

Within 6' means within 6'. IMHO.
 
Yes, having just looked at 210.8(A)(7)...Laundry...if within 6' of a sink...answers my own question on that one LOL.

However, following 210.8(A)(6)... if you put a receptacle under the kitchen sink in a cabinet or above the sink within the cabinet you're not required to have it be GFCI...is this correct?

We get that question all the time.

The kitchen is a different animal because the requirement is for GFCI protection for receptacles that serve the countertop. A little different than a laundry sink where the requirement is any receptacle within 6'..
