waste disposal switch location

We are currently having an issue with a electrical contractor that I need some feedback on ASAP.
On an island with a small bar sink and a waste disposal, the contractor wants to put the disconnect switch in the cabinet under the sink. We have not allowed it for safety concerns. Accessibility in an emergency. Our option is a air switch located on top of the island.We have checked other jurisdictions and found about 60% do not allow the switch to be located under the cabinet. Any comments?

What code section would you cite to prohibit the switch being under the sink?

Are you saying the disposal is hard wired, if so this switch should be under the sink if it us indeed the "Disconnecting Means", this would put it with in sight of the unit.

If the switch is just for operating the disposal and there is a cord and plug connection, the switch could be any where.

The switch is not needed as disconect if you have a lockout on breaker and it is dedicated line
