"How is a wastewater treatment plant classified?" is like asking "How is a refinery classified?" It depends on many conditions and there is no single all inclusive answer.

NFPA 820 is the Standard for Fire Protection in Wastewater Treatment and Collection Facilities. It has a series of tables similar to those in Articles 514 and 515 that describe and define how various locations and processes should be classified. Someone with the appropriate electrical area classification skill and familiarity with the facility should produce proper documentation.

The fact that the gas detection system does not alarm may be giving a false sense of security. When used per NFPA 820, they have very rigorous maintenance requirements. See NFPA 820, Section 7.4.
