Water Bond to Sub Panel

Regarding a water bond, -- not in 'buildings of multiple occupancy' or 'multiple buildings from a common service' -- I've often bonded from a sub panel to any nearby cold water pipe at an accessible location, often in an attic. This example is not an electrode.
Now that I'm looking at 250-104 I'm not sure how to interpret it, can the water bond be installed at any location to a water pipe from a sub panel?

If the water is bonded at the service then .104 is satisified. Why again at the sub panel?

I would say - bonded to service enclosure, grounded conductor, or grounding electrode or GEC. Not the sub panel.

I see nothing prohibiting splices in water bond wires. So if the wire from the main panel to the sub, and sub to the pipe, is sized per 250.66 (for the service wires), then it should be allowed. Most subpanels probably won't have an EGC this large.
