Water Feature or Fountain Requirements

The way I read 680 V (Fountains), there are no minimum space requirements for convenience or lighting receptacles from a fountain. According to 680.50 I need to abide by Part I and V unless the fountain has water common to a pool, in which case I would need to also meet the requirements of Part II. Am I correct, or am I mistaken?

I believe you correct in reading 680.50 as it appears in the 2008 NEC; not sure if it has been changed any for the 11 or 14 cycles.
