water fountains

Contractor failed final plumping today because they say he needs a high and low water fountain.These are 1100 foot warehouse /office spaces.Is this something new ?

Not sure what the thinking is but they passed the rough and never said a word.He needed a CO on 3 of them by thursday so i took a crew with me to trim so not to hold him up.Seems rather unfair to do this on a final.We are talking about small shops that will have maybe 4 people in them.They will not allow a simple free standing water jug type.Similar buildings have been passing without them.
