Water heater and AHU in line of sight from the electric panel

The apartments have the electric panel located in a line of sight from the AHU and the water heater closet, it is less than 20 ft. Do I need to installed a disconnect.???

You say "closet". If equipment is located so that the person working on it must enter the "closet" they are not in line of sight of panel while working on it, either it will require a local disconnect or a perminantly installed lockable breaker device at the panel. If person is not required to "enter" the "closet" to perform maintenance functions, then you will be "in line of sight" at under 50ft.
