Water Heater Breaker Locks

According to my inspector he is saying that if the weater heater is not within sight of the panel then we could not use a breaker lock in resdential work. I read the code and if I understand it correctly you are aloud to use a breaker lock with or not with in sight of the panel, If I am wrong can I please give me some help on what code article to look under.
 
You are permitted to use a breaker lock as long as the provisions for locking or adding the lock remain in place with or without the lock installed.

Take a look at 422.31(B)

A 60A pull out disconnect will work just fine.

I've used a 30a 2p toggle switch from HD (~ $8.50) when the customer didn't want "the ugly gray box." You can use a deep nail-on, or even mount one in a raised cover on a 4" sq. box.

That's my normal approach. The 60a weatherproof disco is sometimes even cheaper than certain brands of breaker lockoffs. The install labor, naturally, is more, but the local disconnect stands more of a chance of actually being used and being helpful to someone in the future.

Modular homes normally ship with breaker lockoffs installed for water heaters, wall ovens, etc.

Oh, I don't know. Replacing water heater elements and t-stats while energized is something most people don't attempt twice. ;)
