Water heater breaker sizing

I have water heater 277V single phase 2kW. Engineer has provided 20A breaker. Says in manufacturer install instruction there is no breaker size listed and breaker size of 20A is compliant.

Should not the breaker size be 15A? Is the engineer correct or incorrect?

I agree since it's less than 13.3 amps (E)(2) applies.
