Only place a GFCI would be required is if the water heater were cord and plug connected, on a 15/20 amp receptacle, and in a location mentioned in 210.8. Most typical application where you might find this would be a gas water heater with electronic controls and/or a draft motor, or maybe some insta-hot heaters.
 
Perhaps Abdel is thinking of an insta-hot point of use water heater.

Somewhat off topic: didn't I see somewhere that all receptacles in a commercial kitchen 100A and lower need to be GFIC protected in the 2017 code??
