water heater connection

In Puerto Rico it is usual to connect the water heater using a flexible metallic conduit terminating in a 30 A plug and receptacle. This is not a flexible cord but it is not hardwired either. Usually there is a pilot light located remotely from the water heater. Any comments on code compliance?

The NEC, in the definitions, requires that only cord connected atachment plugs be connected to receptacles. therefore, this is not NEC code compliant. Which is not to say it would be dangerous. Maybe, by submitting an "assembly" to UL, it can be shown that this is OK.
