I was wondering where in the code book I could find water intrusion..i recently was on a job after a fire and the fire dept soaked entire electrical system,,( all wires got wet ..the old horse hair romex lines)

NEMA has some info on water damage to electrical systems.

realistically, most of the time it probably is not something that can't be dried out and at least mostly reused. but what is the upside to you in going for that? do you plan to decide what 50 YO electrical wiring and equipment that got wet is Ok after it dried out and what needs to be replaced? what possible incentive is there in it for you to try and make that decision.
 
Would seem to me there is enough damage that much of the wiring may have other issues besides water damage and would likley be replaced anyway, or at least a significant enough portion is replaced that why not replace what is left? This type of sheath cable typically is old enough there is no EGC in it, what kind of modifications are you going to do that will not require adding a EGC, seems it would be pretty limited to me.
 
For fires you have both water and heat damage.
Floods have plenty on water damage.

If an insurance company is involved, you can check with them. They want to be careful not to present a new hazard (liability on their part) as a result of under-repairing from the fire.
