Water main bond townhomes

Wondering if it’s necessary to bond the water main to my main service if the whole townhouse is ran in pex, it’s pex entering the townhouse also via underslab. The main water line in coming is pex. It’s copper from the water main 10ft toward the townhouse but converts to pex underground and is stubbed up in pex like I mentioned. Why would the electrical details show me the system needs a ground to the water main if it’s all in pex

If it is not a metallic system the you don't have a water pipe grounding electrode. Just use other methods for the GES. The electrical designer is probably just using boiler plate grounding details and has no idea what the installed water piping system material is.

So ground rods and ufer would be the only necessary
