Water pipe bonding.

Hello,
My question is a inspector wanted me to bond a copper water pipe that was 10 feet long and had a plastic water pipe on both ends with a #4 cu conductor the same size as the electrical system main bonding conductor. The code states on 250.104A that I don't have to. He could not give me a article number to look up.
Who's right?

The metallic water pipe would have to qualify as a piping system to require bonding. You're correct.

Is this 10' of copper pipe in direct contact with the earth?

If not and this is just an isolated section of copper pipe then IMHO 250.104(A) would not require you to bond this as it does not constitute a "piping system" and is just an isolated section of pipe.

In Ohio we have to give you a code reference.

And to the point you are correct.
 
Similar question came up when Pex started being used in my area. Bonding not required...another inspector who doesn't get 250.
