If there is a 200 amp main disconnect, on a pedistal, should a #4 gec be run with the ungrounded conductors and be bonded to the water pipe inside the house ? Or, can you simply bond it to the sub panel ?

IMHO, a grounding electrode system would have to be set up at the disconnect on the pedestal (probably a rod or rods) and then the house would have to be grounded in accordance with 250.32 which would then include the water line.

I agree with Pete.

The pedestal would constitute a separate structure and would require a grounding electrode system at the pedestal and the house would require a separate grounding electrode system.

250.32 is the code section.

The house will have a main panel and the GEC for the water pipes need to be bonded there. You will also need rods at the pedistal and at the house.
