Water pipe for grounding

My first post here:
Service upgrade, It is a 200 Amp service, multi dwelling, 2 -100 Amp meters supplying 2 main panels located right next to each other for two apartments.

Installed 2 ground rods min of 6 feet a part and landed the GEC( used #4 copper) in panel #2. Also, ran a #4 copper wire from water meter piping without any splices and landed in panel #1 this time. From panel #2 ran #4 copper wire and used split bolts to attach it to the GEC coming from the ground rods.

Inspector requested that he needed panel #2 to hit water pipe ?Does he want me to jump from panel #1 to panel #2 with an additional jumper ? I was not there during the inspection so, I did not get all my facts yet.. What am i missing here? Thanks for reading.

In a nutshell, each of your service disconnects should connect to your grounding electrode conductor where removal of 1 would not cause the connection to be lost.
If you tap onto the water pipe grounding electrode conductor (outside of the panel) and route the tap to the second panel, you should be fine.
 
Thank you augie47. I understand your point. I guess, it is a possibility that someone may remove one of the panels, with this case: If panel #1 is removed, panel #2 will lose its connection to the water pipe ,Thanks again.
 
Thank you Gus, that is from the NEC handbook I believe. I have a few books that explain the set up. I should not have missed it during the installation !
