I had in inspector tell me that I should always hit the street side of the water meter first then double back and bond the load side. I've never done that and don't see any reason to. Does anyone else do this?

It depends where the meter is installed. Locally water meter is installed by the side walk at least 25 away. So if I connect to the water pipe with 5' of entry then I have at least 10' of water pipe contact with the earth before it gets to the meter and I don't have to worry about jumping around the water meter.

However, if the water meter is installed near the dwelling unit then I would say connect on the supply side (before the meter) first then jump over the meter to bond the other side of the meter. Or connect to the customer side first then jump over the meter to the utility side inorder to satisfy the "10' in contact with the soil" rule.

Mis-application of 250.53(D)

(D) Metal Underground Water Pipe. If used as a grounding electrode, metal underground water pipe shall meet the requirements of 250.53(D)(1) and (D)(2).
(1) Continuity. Continuity of the grounding path or the bonding connection to interior piping shall not rely on water meters or filtering devices and similar equipment.

The GEC needs to connect within 5' of the entrance of the pipe into the building. It can be on either side of the meter. The jumper is a separate requirement.
