Water pipe grounding at main service

If the water pipe does not qualify as an electrode there is no water pipe electrode to connect to.

Keep in mind if the piping system throughout the premises is metallic but the supply pipe is non metallic you still must bond to the piping system, but there is no grounding electrode to said piping.
 
Is this a mandatory requirement since most plumbing is pvc or pex now

Even though most existing water lines that are abandoned still have a stub sticking through a basement wall, just no way to know if it still qualifies as an electrode

Those become 250.52(A)(5) electrodes instead of (A)(1) electrodes once they are no longer a water pipe, if there is at least 8 feet in the ground, which you may or may not know how much is there.

Nobody is going to enforce it, but say it was an (A) (5) what difference would that make if it is present?

If you abandoned a rod electrode who is going to make you use it because it is present? Will they even know it is present in many cases?

A pipe that enters from below grade - judgement call, you may have no idea how long it is or if it remains metallic after it enters the earth, though the chance of it not remaining metallic seems would be rather low for a pipe still in use.
