Water Pump Circuit

My boss wants a water pump installed 200 from his house by a lake. The pump is in the water, the power lines are to be run under a railroad track. Then he wants a heater element to stop the pipe from freezing which both of the circuits are 240 volt. He also then thinks we can tap off of the 240v line to get a 120v circuit for a recepticle by his dock. I am sure that you can not share the 240v line but where does it state this in the NEC if this is not code.

A feeder is used to supply power to the well house. This is essentially the same as a panel in your building, with 240 and 120 v loads. But going underneath the railroad requires easements from the railroad, and a burial depth of perhaps 5 feet in a steel casing (requirements are set by railroad). A qualified electricain can help you with the panel and its supply but beware of the railroads requirements.
