water treatment plant

im doing some work in a water treatment plant which is consider class 1 divsion 1 and im trying to see if i can use boxes in the masonry wall and not have to use seal off. Is this possible or do i still have to use seal offs.

If the wiring is in the C1D1 area then appropiate wiring methods must be used.

just curious what would cause an area of a typical water treatment plant to be classified at all? I've been in hundreds of them and can't recall ever having seen one classified except a couple that were in refineries where stuff below grade was div2.
