Waterproof this

The day after the EC completed a residential service change' the basement wall waterproofer came and dug up around the perimeter of the house exposing the first four feet of both ground rods. When the waterproofing is done, slag stone will be poured into the trench covering half of the length of the driven ground rods.

Will this be an acceptable installation of the ground rods? Or must the EC be called back to move the rods, driving them into soil further from the house, even though he initially drove the rods into soil?

It's usually the deepest part of the rod that provides the least impedance. As long as the rods are driven to the point that they'll be buried upon backfill, I wouldn't sweat it.

Added: In any case, the EC obviously did nothing wrong, and should be paid if the has to return. How about just driving the rods deeper where they are now?
