wattage limiter?

Have a few fan lights that turned on and immediately off. They have a wattage limiter that is apparently defective.
I was wondering if this a new UL regulation or has anyone run into this?

What kind of fan? Exhaust? Ceiling fan?

Have you arbitrarily labeled the device in question a 'wattage limiter' or is it something else like a thermal protector?

Ceiling fan, device limits wattage to 190 watt.
Light kit has 3 candelabra base 60 watt bulbs.
It has a little circuit board and misc. electronics.
Just wondering why they installed it?
