Q: How many hacks does it take to truly create a fire and electrocution hazard?

Today's STV pix: (Note, this is exactly how I found it, so no one gets the "Missing cover" answer as a 'gimme'. Since there's no cover, I have absolutely no idea what brand of panel this is.)

I worked on one of these panels just the other day. It is the only panel I have ever seen with an inverted main breaker (down is on, up is off). It's an Arrow-Hart/Murray.

The panel is a Murray POS, they are the only one who had the reverse handle on the main so "on" was up when the stabs were on the bottom & the lugs on top of the circuit breaker.
